During the past term, the Party Committee of the Company has maintained unity, actively innovated, and successfully led the Company in fulfilling its military missions. The Company coordinated with other units within the stationed cluster to effectively maintain combat readiness. It completed 100% of its training programs, with all evaluations meeting requirements and over 80% rated good or excellent (20% rated excellent). The Company organized and ensured absolute safety for 156 towing operations involving military vessels arriving, departing, and shifting berths.
The Company has consistently excelled in fulfilling its business and production tasks despite the pandemic and general challenges, and ensured all key economic indicators have seen strong growth. The Company has actively sought and expanded its market presence to more than 20 ports and buoys in Ho Chi Minh City and Ba Ria – Vung Tau Province. Outside-port services have developed significantly, with over 7,000 service instances recorded during the term. The Company generated value added of VND 121.42 billion (an increase of 323.1% compared to the previous term). The total number of towage operations reached 102,774 (+18.12%), total revenue rose by 35.2%, and profit increased by 66% compared to the previous term.
Delegates in the congress
Logistics, finance, and technical operations have been standardized toward modernization. The overall leadership capacity and combat strength of Party organizations have been continuously enhanced. Annual evaluations of Party organization and member quality show that 100% of Party organizations successfully fulfilled their tasks or better, with over 84% of Party members qualified as having completed their tasks well or excellently. No Party members were found in violation of Party standards.
The Company has maintained its leading position in business performance and upheld the prestigious Tan Cang Saigon towage brand. It was honored with the Third-class Labor Medal, Certificate of Merit from the Ministry of National Defense, the Emulation Flag, and the title of Outstanding Production Unit of the Navy Forces. The Party Committee was recognized as a clean and strong organization, and the Company as an exemplary, comprehensively strong unit.
Regarding the orientation and goals for the 2025–2030 term, the Party Committee of the Company has identified the need to continue thoroughly grasping the Resolution of the 14th National Party Congress, the Resolutions of Party Congresses at all levels, and the Party’s viewpoint on combining economic development with national defense. It will lead and direct the successful completion of military vessel towage, maritime rescue, and business tasks under the motto: “Uphold responsibility; ensure safety; strengthen cooperation; promote investment; operate efficiently.”
Conclusively and effectively implement the tugboat investment project; actively expand the market, develop services, and improve business quality and efficiency. Innovate corporate governance toward digitalization, greening, and administrative reform. Focus on building a streamlined, flexible, and efficient company capable of fulfilling all assigned tasks, contributing to the development of Saigon Newport Corporation into a maritime economic corps with five core pillars. Build a Party Committee that is strong in politics, ideology, ethics, organization, and personnel, with comprehensive leadership capacity and strong combat readiness, in parallel with building a model and exemplary, comprehensively strong company.
Focus on removing bottlenecks in investment, supplementing towage vessels, and exploring forms of investment cooperation for building new tugboats to enhance capacity and expand market presence at new port terminals. Remain steadfast in the goal of maintaining the Tan Cang towage brand as a leading enterprise nationwide. Closely follow the development orientation of the new pillars of the Corporation, promote cooperation in service provision, develop value-added services, and gradually diversify business sectors, such as developing oil and gas services, and piloting support services for offshore renewable energy development, etc.
Voting to approve the Congress Resolution
Focusing on building a high-quality team of personnel, especially crew members and vessel officers. Continuing to make breakthroughs in training, evaluation, appointment, and professional development, ensuring that personnel are capable of fulfilling their duties in the new context. Proactively sending staff for domestic and overseas training to enhance qualifications and develop a talent pool. Promoting digital transformation, administrative reform, and the modernization of operations, technical assurance, and maritime safety.
The Congress also engaged in discussions and contributed many opinions to the draft documents of the 14th National Party Congress; the draft political report for the 10th Congress of the Saigon Newport Party Committee; and the political report of the Company’s Party Committee submitted to the Congress.
With a spirit of responsibility and democracy, the Congress elected the Party Executive Committee for the 2025–2030 term, consisting of 5 members; and elected 3 official delegates and 1 alternate delegate to attend the 10th Congress of the Saigon Newport Party Committee for the 2025–2030 term.

At the first plenary session, the Party Executive Committee of the Company elected the Party Secretary and Deputy Party Secretary, as well as the Inspection Committee and its Chairperson, all with high-confidence votes.
